Ace Combat Zero Steam Port Sparks Backlash Over Ace Combat 8 Dependency

Ace Combat Zero: The Belkan War has finally reached PC, but the Steam version has landed in the middle of a packaging row. The port arrives as a pre-order bonus for Ace Combat 8: Wings of Theve, and many players are not happy with how it works.
The 2006 PlayStation 2 title had never received an official PC release until now. Bandai Namco and Project Aces bundled the modern port with Ace Combat 8 pre-orders, along with an F-14A aircraft bonus. On PlayStation 5 and Xbox Series X/S, Zero launches as a separate application. On Steam, it does not.
What Is the Controversy About?
PC players expected Zero to show up as its own Steam product. Early store-page text described it as "a standalone application separate from the Ace Combat 8: Wings of Theve full game."
That wording was later changed. The page now says the Steam version is "available as a DLC executable launched separately from the base game," and that Ace Combat 8 must be installed to use it.
In practice, that means Zero cannot run without the full Ace Combat 8 installation. Reports put that install at roughly 135 to 150 GB, while Zero itself is only a few gigabytes. The port also lacks its own Steam achievements and cloud saves, since it is not listed as an independent title.
Some buyers picked up the pre-order just to play the 2006 game on lower-powered hardware, including the Steam Deck. For them, the dependency defeated the purpose.
Is This the First Time Ace Combat Has Done This?
Not quite. Ace Combat 5 was offered as a pre-order incentive for Ace Combat 7 on PlayStation 4. It was never sold separately afterward. Fans who remember that precedent were less surprised by the exclusivity. What caught them off guard was the platform difference and the late clarification on Steam.
Why Can't Zero Be Sold on Its Own?
"Licensing" is the main reason. During the final Ace Combat 8 Information Bureau livestream on September 28, Project Aces explained that agreements with the makers of the real-world fighter aircraft in Zero have expired. Those contracts allowed the port to be distributed as a free pre-order bonus. They did not cover selling it later as a standalone product.
On September 30, the team provided an update in a post on Steam.
"ACE COMBAT ZERO is offered as a pre-order bonus. Due to licensing restrictions and platform-related considerations, it cannot currently be released on Steam as a standalone application. As a result, we have chosen to make ACE COMBAT ZERO available through ACE COMBAT™ 8: WINGS OF THEVE."
"We apologize for any confusion or frustration caused by our failure to clearly communicate this distribution method in advance."
The post adds that the developers are "currently evaluating possible options, including discussions with our platform partners." It also says they "cannot guarantee that any changes will be made" but are "actively exploring potential solutions."
